The waist size used by the Pampero bombacha is the traditional argentine system which is half your waist in centimetres. Below in blue are the sizes and in black the corresponding conversion.

There is only one length size for each waist size. This size is the total length from waist down, not the inseam.

When you proceed to buy with PayPal the size you are selecting is the Pampero Bombacha waist size, so please check they relate to your size.
